you can also promote 18yrs old and even 17yrs old
it had effect on player ability because there was no promotion sign in player status..
and also before forcing a young player for promotion the system will give you a warning..

First-team player
 if there is a yellow P beside a player you can promote them without any effect.
yellow P appears at particular avg at a particular age
age avg
14 - 80
15 - 70
16 - 60
17 - 50
18 - 40

if your player has these avg at these ages a yellow P appears and you can promote them without any effect on their progression.
