Rule 6 of the rules of the game states:
Transfers with a price that is too high or too low compared to average market price may be adjusted to market price by a fiscal or administrator of the game using a financial fine.

In December, a further clarification was given, stating that rule 6 can also be applied to attempts to transfer players for prices that are too high or too low, namely via auction start prices:
Grossly overpriced auction starting prices -
Auction starting prices must be in line with a reasonable market value for that player. @Fiscals wholly reserve the right to determine a reasonable market value for an auction starting price, and are able to cancel ongoing auctions and levy sanctions for adjudged breaches....
This is a violation of rule 6. Managers that start auction prices which excessively exceed the player's market value will be punished.

Players sold via transfer agreement have always been under more scrutiny as the sale is not open to the market. These players also need to be priced correctly. A new rule came out this season, prohibiting "quick resale" agreements: http://en3.strikermanager.com/foros/hilo.php?id=538762

Before we begin...

Pricing your player correctly looks like a bit of a minefield, right? Not really. Before we begin the tutorial, there are a couple of important things to note:
1) This approach does not work when valuing high progression juniors and very young high progression seniors.

High progression is, of course, relative but, for the avoidance of doubt, if your player is under 85 prog there's not much chance we'll consider the player high progression.

2) There is no single market value for a player. Rather there is an acceptable range.

See Principle 4 for a hint at what might stretch the boundaries of this acceptable range. I am making this point specific here, as some users, since the amendment/clarification to rule 6, believe we are moving against a free market principle, or that the game system should then determine the price (so if it is possible to auction a player at 8bn that must be an acceptable price). I don't want to be drawn too much into the "why" here, but please be assured, this rule is not aimed at stopping people being able to make a fair profit buying and selling. The rule is aimed at those who aim to exploit the market and exploit other users. If you're not in that category you should see this as a good thing (after all, most of us who have to sell players also have to buy them).

Now that we've got the sublime and the ridiculous out of the way, try to follow these principles..

Principle 1 - Use your head

Would you purchase an identical player at that price? If not, it's likely the player is in danger of being overpriced. Inversely, would you want to sell an identical player of your own for that price? If not, the player may be underpriced. There is obviously no penalty for starting the auction below the player's market value.

Principle 2 - Look at the market

When trying to determine normal market value, a good idea is to check the players already on the market. What is the current transfer market asking price for a similar player? Make sure to check the left and right-sided players if applicable. Be aware, just because a player is on auction for a price does not mean it is his normal market price (see the amendment to rule 6 above re: overpriced auction starting prices).

Principle 3 - Get your calculator out

OK, here is where you need to get a little bit clever. You can see the player's "similar transfers" on their profile page in the menu at the top. A good way to establish the player's market value using the similar transfer is to complete the following steps:

1) Do not just take the highest or lowest price.
2) Ignore all the transfer agreements and hostile clauses so you are left with only historical auction selling prices.
3) Look at the auction prices of players one average point below the player, the same average as the player, and one above.
4) Look at the values you have left. Are there any outliers (some that are really far away from the others, either too high or too low)? If so, ignore those.
5) Calculate the mean (add the total sale prices of the relevant similar transfers and divide by the number of players).

A practical (simplified) example:

You are trying to price a LF, 75 average, 21 years.
His similar transfers (imagine -1 to +1 avg already applied) are as as follows:
24m - AUCTION
15m - TRANSFER AGREEMENT
37m - AUCTION
28m - AUCTION
25m - TRANSFER AGREEMENT
27m - AUCTION
43m - HOSTILE CLAUSE
26m - HOSTILE CLAUSE
26m - AUCTION

Following step 1 above, do not just take the highest or lowest price as a normal value. For example, if you are selling the above player on auction, his value is not 43m - this is too much higher than the rest of the values, and indicates a breach of rule 6. His value is also not 15m - this is far lower than the other values, and also indicates a breach of rule 6. It is perfectly acceptable* to start an auction at any price lower than the market value, although this price is too low for a transfer agreement.

Following step 2 above, remove all the transfer agreements and hostile clauses. You are now left with the following:
24m - AUCTION
37m - AUCTION
28m - AUCTION
27m - AUCTION
26m - AUCTION

Following step 4 above, remove the outliers. I would say the 37m is the only outlier. It is over 30% higher than the next-highest value. Remove that. Now you have the following values:
24m - AUCTION
28m - AUCTION
27m - AUCTION
26m - AUCTION

Following step 5 above, calculate the mean:
24m + 28m + 27m + 26m = 105m. There are 4 players, so divide 105m by 4 = 26.25m.

26.25m - THIS WILL BE VERY CLOSE TO WHAT @S DETERMINE AS MARKET VALUE FOR THIS PLAYER!!!!!!!!!!

We allow reasonable variance for the player's progression, attribute set, skills, exact average, age/part of the season etc. but don't be fooled into thinking this will always make a huge difference. We allow a reasonable margin +/- the normal market value to accommodate fluctuations in player values over time and to allow for the smoother running of the game and its market. Note: in the above example, I removed from scope a sale price 30% over the next highest as being an outlier. This should tell you something about those margins we're looking for.

The higher the average of the player, and the more experienced you are in the game, the more accurate @s will expect you to be in getting this right.

Principle 4 - We know!

When discussing player values with @fiscals, there is no need to remind us:

1 - "I am allowed to make a profit" - we know - just not by breaching any rules.
2 - "He is very high progression" - we already checked.
3 - "He is nearly the average above" - we know.
4 - "He is nearly one year older" - we know.
5 - "He has high experience/many skills" - we know.
6 - "He is well trained" - we know
7 - "He is rare" - we know
8 - "Player values fluctuate" - we know
9 - "Another user sold a similar player for this price" - 1) We know. 2) Read the above. 3) Think - because one user did it does that make it the NORMAL market price?
10 - "I just put the player on auction, it's not my fault if the buyer paid that much" - Yes, maybe. But please REPORT IT TO AN @ when this happens, rather than keeping the money. We'll take a look, and the result will be better for you if you are forthcoming.
11 - "Please look very carefully" - this is the fast-track to ensuring a harsher punishment

IMPORTANT: Thieves operate in this area"

Keep in mind, player sales are still open to abuse. Just because another user has sold a player or is trying to sell a player at that price does not mean it is legal. We are determining normal market price, not using the highest each time, and not using illegal transfers to benchmark.

if you see another user in breach of rule 6, based on the above, please make a cheat report. http://en3.strikermanager.com/foros/hilo.php?id=253696

There's really no excuse for being unable to correctly price a player to sell, either via auction or via transfer agreement. If you are in doubt, please ask an @, but please also be aware that they will want to see that you have gone through the steps here first.

Following the above principles does not mean you won't make a mistake, and making a mistake is not the end of the world or a big attack on your honor. Most @s have at some point sold a player for above market value (you can't always dictate what another person will pay for the player).

* Please be reminded - it is still a requirement that if you are "selling off" your entire team, the auction price must start from zero. You must then ensure matches can still go ahead if you wish to keep your team (and the cash from the sell-off). You can fill the roster with "junk" players to ensure games are not suspended.
